Fabien Jean Pierre Loy


Chartered Project Manager with more than 13 years of experience in the coastal and maritime industry.  Fabien has participated to a wide range of international projects, including port extensions, marina creations, waterfront developments, reclaimed islands and flood defense schemes in the Middle East, Africa and United Kingdom mainly.

Fabien started his career at Artelia in France, then joined their branch in Dubai in 2011 where he designed coastal structures and modelled coastal processes. He then joined Mott MacDonald in London in 2014 maintaining strong involvement on Middle East projects such as Deira Islands. He has been working for Buro Happold for nearly 3 years, as project manager and technical lead on complex multi-disciplinary schemes with world-renowned architects (NEOM, Red Sea Development, Qiddiya Coast, Sabah Al Ahmad Sea City).

Fabien focuses on delivering innovative design solutions through an efficient collaborative approach that aligns with client objectives. He has been advising governmental entities in the implementation of strategies to unlock the marine tourism industry and regulate its activities (MOMRAH, SRSA).

As part of Buro Happold Infrastructure Team, Fabien assists Clients in shaping their projects and mitigating critical risks early on, by integrating smart and sustainable solutions related to a wide range of topics (marine, utilities, mobility, strategic planning…). In recent years he has been focused on enhancing the masterplanning process of marinas and ports, by optimizing space required, incorporating climate resilience, enhancing customer experience and accounting for mobility/infrastructure requirements. His principles apply to greenfield and brownfield projects.
